The Metral Drive Corridor Plan increases the safety and comfort for people who use the corridor through a variety of transportation methods.  Utility upgrades within the project area were also completed at the same time.  The complete street concept ensures comfortable and effective mobility for people of all ages and abilities, improves safety, enhances public amenities in the corridor, makes the streetscape more inviting, and provides connection to other trails.

The construction of the new Seventh Street sanitary pump station included: twin sanitary forcemains; gravity sanitary main complete with siphons underneath Chase River and a wetland area; and, watermain in Nanaimo. The cast-in-place concrete pump station was constructed complete with: two - 250 L/s pumps, attached underground valve chamber, separate bio-filter structure, electrical kiosk and stand-by generator.  Other tasks consisted of: concrete bridge upgrades; directional drilling beneath railway tracks; a highway crossing; installation of a 3,050 mm diameter sanitary interceptor manhole; and, extensive road restoration.

The conveyance system of this wastewater treatment project was aimed at building a modern, efficient wastewater treatment system for the City of Victoria and its surrounding communities. The Residuals Solids Conveyance System included three bi-plex submersible pump stations (60 L/s capacity) complete with odor control units and an 18.2 km long residual solids forcemain (RSF) between the new wastewater treatment plant and a new Residuals Treatment Facility in a multi-jurisdiction urban and rural setting. The conveyance line also included an 11.5 km long pressure/gravity Centrate Return Line (CRL) between the Residuals Treatment Facility and the existing Marigold Pumping Station and included various flow control valve chambers.

Works included five phases of the Cowichan River Flood Protection Program, including 11 km of dike construction and localized floodwalls and two stormwater pump stations – the York Pump Station with a capacity of 1.5 cubic metres per second (submersible pump-type station) and the Canada Avenue Pump Station with a capacity of 3.6 cubic metres per second (screw-type pump station) to prevent a 200-year storm from flooding residential and commercial properties in the core Duncan area. The work also included environmental enhancement, including 18,000 cubic metres of gravel removal from the Cowichan River, and  200 m of revetment work on the Cowichan River at Quamichan Village.

Construction of 4.3 kilometres of the Cowichan Valley Trail connecting Chemainus to Saltair. Construction included a 27 metre clear span steel bridge with pre-cast concrete abutments, lock block retaining walls, tree clearing, storm drainage, railway crossing and trail construction.

Construction of 8.6 kilometres of the Trans Canada Trail connecting Shawnigan Lake to the Capital Regional District. Construction included three pre-cast concrete bridges, tree clearing, storm drainage and trail construction.

 Construction of 3.2 kms of 300 mm diameter ductile iron fully restrained watermain along with construction of a reinforced concrete and masonry water supply booster station complete with electrical and mechanical systems and a chlorination facility.

The Project included land development, underground utilities, and roadways to provide a full service neighbourhood in rural Cowichan Valley.  Utilities included: sanitary and storm sewers; water; natural gas;  electrical; and, telephone.
